The department is upgrading the system<\/p>\n<\/div>\n<p class=\"mol-para-with-font\">The agency\u2019s existing database, the Automated Biometric Identification System, or IDENT, launched in 1994, and currently has biometric data on 250 million people.<\/p>\n<p class=\"mol-para-with-font\">IDENT stores traditional biometric data such as fingerprints, faces and irises. The agency&#8217;s new biometric database will be able to store information about tattoos, scars and even voices<\/p>\n<\/div>\n<p class=\"mol-para-with-font\">Amazon Web Services already hosts various forms of sensitive US government data, with clients including the Central Intelligence Agency, the Department of Defense and NASA.<\/p>\n<p class=\"mol-para-with-font\">The firm&#8217;s GovCloud US-East and US-West region data centers have been custom built by Amazon to house the US government&#8217;s most sensitive information.<\/p>\n<p class=\"mol-para-with-font\">Compared with the government&#8217;s legacy computer systems, Amazon&#8217;s setup is reportedly perceived as being more secure.<\/p>\n<p class=\"mol-para-with-font\">Development of the HART system so far has been undertaken by global security firm Northrop Grumman, who landed a $95 million contract in 2018 for the first phase of the project, which involves streamline the IDENT database for transfer and will end in 2021.<\/p>\n<p class=\"mol-para-with-font\">DHS announced a request for proposals on the second phase of the project in June. The second phase will involve construction of the HART system.<\/p>\n<p class=\"mol-para-with-font\">DHS also reported an interest in exploring the development of various general analytics, reporting and search tools, alongside creating desktop computer and mobile web portals through which government employees can access the system.<\/p>\n<p class=\"mol-para-with-font\">The DHS information request document reported that the department engages in mutual sharing of biometric data with various agencies, including the Department of Defense, the FBI and the\u00a0Department of State.<\/p>\n<p class=\"mol-para-with-font\">The FBI&#8217;s own facial recognition database reportedly has access to 640 million photos, while the\u00a0State Department\u2019s Consular Consolidated Database was reported in 2016 to contain records on almost 500 million passports, visas and expats.<\/p>\n<p class=\"mol-para-with-font\">Alongside this, the DHS also reports having &#8216;information sharing\u00a0agreements with several foreign governments as well as State, local, tribal, and territorial law\u00a0enforcement agencies.&#8217;<\/p>\n<p class=\"mol-para-with-font\">The US government&#8217;s collection of biometric data \u2014 in particular from facial recognition systems \u2014 has been attracting much criticism of late.<\/p>\n<p class=\"mol-para-with-font\">In May 2019, both the Democrat and Republican members of the House Oversight Committee expressed broad support for curbing the use of facial recognition technology at the FBI and other similar law enforcement agencies.<\/p>\n<p class=\"mol-para-with-font\">One such other agency is the Customs and Border Patrol, which also received criticisms from US lawmakers on June 16 for their growing application of facial recognition systems.<\/p>\n<div id=\"mol-fa3be960-6e8b-11e8-a8e2-efab29fb5358\" class=\" mol-factbox news art-ins\" data-version=\"2\" data-permabox-url=\"\/sciencetech\/fb-5837067\/HOW-DOES-HOMELAND-SECURITYS-FACIAL-RECOGNITION-TECHNOLOGY-WORK.html\">\n<h3 class=\"mol-factbox-title\">HOW DOES HOMELAND SECURITY&#8217;S FACIAL RECOGNITION TECHNOLOGY WORK?<\/h3>\n<div class=\"ins cleared mol-factbox-body\">\n<p class=\"mol-para-with-font\">The US Department of Homeland Security is testing facial recognition cameras at the Anzalduas Border Crossing, located at the southern tip of Texas.<\/p>\n<p class=\"mol-para-with-font\">It&#8217;s being developed at Oak Ridge National Laboratory (ORNL) in Tennessee in partnership with Homeland Security.<\/p>\n<p class=\"mol-para-with-font\">The cameras will take photos of people arriving and departing the US and then officials will match the photos with visas and passports.<\/p>\n<p class=\"mol-para-with-font\">Few details about the cameras have been released, but they reportedly draw on light sensors to reduce the glass barrier.<\/p>\n<p class=\"mol-para-with-font\">This is possible because the cameras work in multiple focal lengths, which could allows it to discern between people and reflections in a car&#8217;s windshield.<\/p>\n<div class=\"artSplitter mol-img-group\">\n<div class=\"mol-img\">\n<div class=\"image-wrap fff-pic\"><img loading=\"lazy\" decoding=\"async\" id=\"i-bd6b8229ff6a0451\" class=\"blkBorder img-share b-loaded\" src=\"https:\/\/i.dailymail.co.uk\/i\/newpix\/2018\/06\/05\/20\/4CF24CF400000578-5809395-image-a-13_1528227277239.jpg\" alt=\"Hector Santos-Villalobos, a scientist who leads the work in ORNL's Electrical and Electronics Systems Research division, helped develop the plenoptic camera\" width=\"586\" height=\"391\" \/><\/p>\n<div class=\"overlay-icon mobile-gallery\">\n<div class=\"mobile-gallery-icon\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p class=\"imageCaption\">Hector Santos-Villalobos, a scientist who leads the work in ORNL&#8217;s Electrical and Electronics Systems Research division, helped develop the plenoptic camera<\/p>\n<\/div>\n<p class=\"mol-para-with-font\">Scientists at ORNL developed a &#8216;plenoptic camera&#8217;
