He needs unleashing!<\/h3>\n<div class=\"ins cleared mol-factbox-body\">\n<p class=\"mol-para-with-font\">The slow start to the Tory Election campaign has caused disquiet in the Cabinet, The Mail on Sunday can reveal.<\/p>\n<p class=\"mol-para-with-font\">Labour leader Jeremy Corbyn held rallies yesterday in Swindon and Bristol, but Boris Johnson was not seen in public \u2013 beyond a photograph of him watching England\u2019s Rugby World Cup final defeat.<\/p>\n<p class=\"mol-para-with-font\">While Mr Corbyn has already given one major speech, Mr Johnson has stuck to pre-recorded broadcast interviews.<\/p>\n<p class=\"mol-para-with-font\">One Minister lamented: \u2018We\u2019ve handed them the weekend \u2013 where is Boris?<\/p>\n<p class=\"mol-para-with-font\">Why isn\u2019t he out there \u2013 he needs to be unleashed.\u2019 Mr Johnson is expected to kickstart his campaign after Parliament is dissolved on Wednesday with a tour of the Midlands.<\/p>\n<\/div>\n<div class=\"socialContainer-1Yly1\"><\/div>\n<\/div>\n<div><\/div>\n<p class=\"mol-para-with-font\">The move is understood to be driven by Mr Johnson\u2019s most influential adviser, Dominic Cummings. He believes the Tories\u2019 only path to a majority lies in persuading Brexit-supporting Labour voters in Northern and working-class communities to switch sides \u2013 by ditching the last remnants of the austerity drive launched by David Cameron\u2019s government.<\/p>\n<p class=\"mol-para-with-font\">The \u00a35 billion-a-year cost of the benefits and pensions rise comes on top of the extra \u00a334 billion a year which has been promised to the NHS by 2024; \u00a313.4 billion for 20,000 extra police officers and reversing cuts to school budgets; and billions more to extend free childcare for three and four-year-olds and to continue the freeze on fuel duty.<\/p>\n<p class=\"mol-para-with-font\">Mr Johnson has also promised to raise the threshold at which people start paying national insurance and raise the level at which the 40p rate of income tax kicks in from \u00a350,000 to \u00a380,000. Cuts to stamp duty are also being considered.<\/p>\n<p class=\"mol-para-with-font\">However, Mr Javid has argued in meetings with MPs that he does not want the hard work of the last ten years to be \u2018thrown away on his watch\u2019. He told colleagues that it was essential for the Tories to produce a responsible manifesto which \u2018firmly outlined and won the argument for fiscally credibility\u2019.<\/p>\n<p class=\"mol-para-with-font\">The state pension rise of 3.9 per cent, which will benefit the population demographic most likely to vote, will take effect in April as the result of the Government\u2019s triple lock system, under which pensioners receive a minimum of a 2.5 per cent rise and a maximum of whatever is higher out of the average rise in earnings or prices.<\/p>\n<p class=\"mol-para-with-font\">April\u2019s rise means that the basic State pension will rise by \u00a3344 a year and be \u00a31,900 higher in cash terms compared to 2010.<\/p>\n<p class=\"mol-para-with-font\">The inflation-linked rise in benefits will affect everyone who is in receipt of Universal Credit, Jobseekers\u2019 Allowance, Income Support, Child Benefit and tax credits.<\/p>\n<div class=\"artSplitter mol-img-group mol-hidden-caption\">\n<div class=\"mol-img\">\n<div class=\"image-wrap fff-pic\"><img loading=\"lazy\" decoding=\"async\" id=\"i-5f0d2655598ccdd7\" class=\"blkBorder img-share b-loaded\" src=\"https:\/\/i.dailymail.co.uk\/1s\/2019\/11\/02\/21\/20523780-7643255-image-m-31_1572731213844.jpg\" alt=\"\" width=\"634\" height=\"564\" \/><\/p>\n<div class=\"overlay-icon mobile-gallery\">\n<div class=\"mobile-gallery-icon\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"artSplitter mol-img-group mol-hidden-caption\">\n<div class=\"mol-img\">\n<div class=\"image-wrap fff-pic\"><img loading=\"lazy\" decoding=\"async\" id=\"i-adb93f2fa900469b\" class=\"blkBorder img-share b-loaded\" src=\"https:\/\/i.dailymail.co.uk\/1s\/2019\/11\/02\/21\/20522992-7643153-image-a-11_1572728788546.jpg\" alt=\"\" width=\"634\" height=\"631\" \/><\/div>\n<\/div>\n<\/div>\n<p class=\"mol-para-with-font\">Yesterday, the Treasury also approved an additional \u00a370 million in funding for counter-terrorism for the next financial year in a move that is expected to be announced by Home Secretary Priti Patel next week as part of a major law and order policy blitz. Tory strategists are acutely aware that voters in the lower income social brackets are twice as likely to support Nigel Farage\u2019s Brexit Party, and are keen for them not to fall into Labour\u2019s hands.<\/p>\n<p class=\"mol-para-with-font\">Mr Cummings used his last meeting with Government advisers before they hit the campaign trail last week to warn them that \u2018people out there are hurting\u2019 and \u2018they haven\u2019t had a pay rise in ten years\u2019.<\/p>\n<p class=\"mol-para-with-font\">He said: \u2018Don\u2019t look at it through the eyes of London commentators and people like us and our friends who are reasonably comfortable. Last night, one Cabinet Minister told The Mail on Sunday: \u2018We must trumpet our handling of the economy over the last ten years without rubbing people\u2019s faces in it.<\/p>\n<p class=\"mol-para-with-font\">\u2018At the same time, if we are spending all this money, get Boris out there saying it and taking credit for it.
