{"id":29145,"date":"2023-01-12T20:17:59","date_gmt":"2023-01-12T20:17:59","guid":{"rendered":"https:\/\/www.nsemgh.com\/?p=29145"},"modified":"2023-01-12T20:18:01","modified_gmt":"2023-01-12T20:18:01","slug":"ten-oligarchs-who-entered-the-uk-under-the-golden-visa-route-are-listed-as-sanctioned","status":"publish","type":"post","link":"https:\/\/www.nsemgh.com\/2023\/01\/12\/ten-oligarchs-who-entered-the-uk-under-the-golden-visa-route-are-listed-as-sanctioned\/","title":{"rendered":"Ten oligarchs who entered the UK under the &#8220;golden visa&#8221; route are listed as sanctioned"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The government\u2019s \u201cgolden visa\u201d scheme, which was meant to lure super-rich investors, has been targeted by people with suspected criminal links as well as 10 Russian oligarchs to gain a foothold in the UK, a review has disclosed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suella Braverman, the home secretary, said \u201ca minority\u201d of more than 6,000 individuals who used the tier 1 (investor) visa route were \u201cpotentially at high risk\u201d of having obtained wealth through corruption, illegality or organised crime \u2013 and that many were still under investigation by the police.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ten Russian businessmen who were sanctioned after the invasion of Ukraine had also used the visa scheme, she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the government\u2019s response, which emerged in a written ministerial statement, has been described as \u201ctotally inadequate\u201d and \u201ca cover-up\u201d by opposition MPs. Many had blamed the scheme for allowing Kremlin-backed oligarchs to enter UK public life.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"50cc94ed-88b9-44c6-931b-633b613a34cb\"><a href=\"https:\/\/www.theguardian.com\/uk-news\/2022\/feb\/17\/uk-ministers-plan-to-scrap-golden-visa-scheme-amid-russia-concerns\"><img decoding=\"async\" src=\"https:\/\/i.guim.co.uk\/img\/media\/3df086e6a5f623ffe94bfb323cf74c4af5c76d7c\/822_0_4147_2488\/master\/4147.jpg?width=460&amp;quality=85&amp;auto=format&amp;fit=max&amp;s=ede59cb94be4812ac255710852d5359b\" alt=\"The consulate of the Russian embassy in London.\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.theguardian.com\/uk-news\/2022\/feb\/17\/uk-ministers-plan-to-scrap-golden-visa-scheme-amid-russia-concerns\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tier 1 visa route, whereby wealthy individuals could buy the right to live in the UK by investing in British-registered companies, was shut in February after Russia\u2019s invasion of Ukraine amid fears that the system was being abused.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until then, for \u00a32m, foreign nationals could be granted a visa, with more benefits the higher the investment and a \u201csteady path\u201d to achieving \u201cmuch-prized UK citizenship\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For seven years between 2008 and 2015, which has been called the \u201cblind faith\u201d era, there were minimal checks on the source of funds, applicants did not need a UK bank account and there were no specific money-laundering checks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A review was commissioned by the Home Office in 2018 with a commitment to publish the findings after the Salisbury poisonings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a ministerial written statement, Braverman said the Home Office examined 6,312 tier 1 migrants and their adult dependants who obtained leave between the launch of the route on 30 June 2008, and the introduction on 6 April 2015 of a requirement to open a regulated UK bank account.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe review of cases identified a small minority of individuals connected to the tier 1 (investor) visa route that were potentially at high risk of having obtained wealth through corruption or other illicit financial activity, and\/or being engaged in serious and organised crime,\u201d Braverman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUK law enforcement have access to this data and are taking action as appropriate under their operational remits\u2026 A range of actions has and is being considered including, where appropriate, immigration action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhilst unable to comment specifically due to operational sensitivity of work \u2013 as an example of the range of actions we are taking I can say that we have already sanctioned 10 oligarchs who had previously used this route as part of our extensive response to Russian aggression in the Ukraine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the period examined by the review, the onus was on financial institutions to carry out anti-money laundering checks but those institutions were relying on the golden visas as a mark of legitimacy. About 68% of all of the golden visas awarded to people from China and 85% to people from Russia were issued during this period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Braverman said the review found that the scheme \u201cattracted a disproportionate number of applicants from the countries identified in the UK\u2019s National Risk Assessment of money laundering and terrorist financing\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The review also found \u201cevidence of high-risk applicants seeking out and exploiting financial institutions that had the weakest customer due diligence controls\u201d, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yvette Cooper, the shadow home secretary, said Braverman\u2019s statement was a \u201ctotally inadequate response to very serious corruption and criminality concerns about the government\u2019s golden visas\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She said: \u201c[Ministers] have provided no answers to the most basic questions Labour raised a year ago, including how many golden visas have been revoked, how many recipients have been granted citizenship and what is the security threat arising from serious and organised criminals who used the route to enter the UK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She added: \u201cIt is disgraceful for the home secretary to dodge scrutiny.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Liberal Democrats\u2019 foreign affairs spokeswoman, Layla Moran, said: \u201cThis stinks of a cover-up. For years, the Conservative government promised they\u2019d publish the golden visa review \u2013 so we can understand just how Putin\u2019s cronies have exploited this route into our country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter a five-year wait, they haven\u2019t even published the review \u2013 just a short statement about the review.
