{"id":29970,"date":"2023-03-02T22:22:52","date_gmt":"2023-03-02T22:22:52","guid":{"rendered":"https:\/\/www.nsemgh.com\/?p=29970"},"modified":"2023-03-02T22:22:55","modified_gmt":"2023-03-02T22:22:55","slug":"pressure-mounts-on-sunaks-brexit-agreement-in-the-wake-of-dup-and-boris-johnson-opposition","status":"publish","type":"post","link":"https:\/\/www.nsemgh.com\/2023\/03\/02\/pressure-mounts-on-sunaks-brexit-agreement-in-the-wake-of-dup-and-boris-johnson-opposition\/","title":{"rendered":"Pressure mounts on Sunak&#8217;s Brexit agreement in the wake of DUP and Boris Johnson opposition"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Rishi Sunak\u2019s hopes of ending years of Brexit infighting with a revised deal for Northern Ireland have suffered a double blow as Boris Johnson came out against the plan while pressure mounted within the Democratic Unionist party (DUP) to reject it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his first public comments since the Windsor framework was unveiled on Monday, Johnson used a speech to a conference in London to say he would find it \u201cvery difficult\u201d to back the plan, arguing it would stifle the UK economically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Johnson\u2019s opposition was expected, and the former prime minister did not explicitly say he would vote against the new protocol when it reaches the Commons, his careful unpicking of a policy he said would yoke the UK to European-style economic orthodoxy will strike a chord with fellow Tory Brexiters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe must be clear about what is really going on here. This is not about the UK taking back control,\u201d he said of Sunak\u2019s plan. \u201cThis is the EU graciously unbending to allow us to do what we want in our own country, not by our laws, but by theirs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This would, Johnson argued, \u201cact as a drag anchor on divergence \u2013 and there\u2019s no point in Brexit unless you do things differently\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also called on Sunak not to drop a bill, currently going through parliament, that would allow the UK to unilaterally change elements of the Northern Ireland protocol, arguing this was the best way to win concessions from the EU.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the Windsor plan, Johnson said: \u201cI\u2019m going to find it very difficult to vote for something like this myself because I believed that we should have done something different, no matter how much plaster came off the ceiling in Brussels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI hope that it will work. And I also hope that if it doesn\u2019t work, we will have the guts to deploy that bill again. Because I\u2019ve no doubt at all, that that was what brought the EU to negotiate seriously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sunak\u2019s proposal, which still includes some EU oversight of trade in the UK but seeks to placate unionists with the \u201cStormont brake\u201d, which allows Northern Ireland\u2019s devolved assembly to block new EU regulations in some circumstances, has been generally well received by Tory MPs, including many Brexiters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the European Research Group, which represents the most diehard Brexit opinion, has yet to give a formal view while it fully studies the legal text of the deal. The same is true of the DUP, which has set out seven tests the plan must comply with.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DUP leader, Sir Jeffrey Donaldson, has said the decision on whether to support it will be \u201ccollective\u201d, with most expecting him to take two weeks to consider independent legal opinion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But some observers worry that the vacuum left during the wait for an opinion from Donaldson is allowing opponents of the deal within the party to build up momentum, notably Sammy Wilson, its Westminster chief whip, and senior MP Ian Paisley.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t believe it meets our tests. And there\u2019s probably six or seven reasons why \u2013 for example, EU law will continue to apply in Northern Ireland,\u201d Paisley told BBC One Northern Ireland\u2019s Nolan Live programme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One issue was that the Stormont brake \u201conly applies to future law, not to existing EU law\u201d, Paisley said, adding: \u201cThis is not, of course, a legal agreement. This is a political statement.\u201dskip past newsletter promotion<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sunak was spending Thursday at the same hotel in Windsor where he finalised his new Brexit plan with Ursula von der Leyen, the European Commission president, for a long-planned awayday with Conservative MPs, one intended to push key messages and build unity.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"bc6e7eaa-3ac5-4276-83e0-c3dd91bfac09\"><a href=\"https:\/\/www.theguardian.com\/politics\/audio\/2023\/mar\/02\/now-thats-what-i-call-brexit-23-politics-weekly-uk\"><img decoding=\"async\" src=\"https:\/\/i.guim.co.uk\/img\/media\/5467d18c4dd88b609d9a3b0175e3c4d1cb1f6663\/0_2_3500_2100\/master\/3500.jpg?width=460&amp;quality=85&amp;auto=format&amp;fit=max&amp;s=74f0f2c85a6ab87230d548d48f3cd297\" alt=\"Rishi Sunak and Ursula von der Leyen. Photograph: Dan Kitwood\/PA\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.theguardian.com\/politics\/audio\/2023\/mar\/02\/now-thats-what-i-call-brexit-23-politics-weekly-uk\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The impact of Johnson\u2019s thumbs down remains to be seen, but in an uncharacteristically reflective section of his speech he appeared to accept that his arguments over embracing divergence from EU economic orthodoxies seemed unlikely to happen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople wanted change in their lives. They wanted to see things done differently,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve got to put my hands up for this as much as anybody.
