Context is 2019 Mid-Year Review and the need to be realistic about the fiscal prospects for the country\u2014based on past views in interviews and articles.<br id=\"0.23170416338815825\" \/><br id=\"0.8009691974643652\" \/>&#8211; A general call on those who relate to Africa and its leaders not to ingratiate or praise all \u201cpopular policies and initiatives\u201d, even if well-meaning, that eventually lead to waste of fiscal and economic resources\u2014even disaster.<br id=\"0.42455929948351634\" \/><br id=\"0.013458271196386984\" \/>&#8211; The call goes for domestic leaders (e.g., chiefs, experts, clergy) and foreigners (e.g., multilateral and bilateral institutions, development partners, CSOs, professionals, etc).<br id=\"0.05436064330646584\" \/><br id=\"0.8127637406758559\" \/>Background<br id=\"0.8814957090397465\" \/><br id=\"0.7376758779622651\" \/>&#8211; Even the President now concedes (e.g., Oxford University lectures) that the Free Senior High School (F-SHS) will take a lot of resources, including:<br id=\"0.9015054853253097\" \/><br id=\"0.8982065800295179\" \/>&#8211; diversion of petroleum revenues from the path of investment to consumption<br id=\"0.11431016141390504\" \/><br id=\"0.5585370395232693\" \/>&#8211; including early hints of the use of \u201cHeritage Fund\u201d for F-SHS;<br id=\"0.5659789265074667\" \/><br id=\"0.7299513770801692\" \/>&#8211; accumulation of arrears (e.g., pensions, roads, bailouts cost, etc) at May Day Speech;<br id=\"0.3851686029587076\" \/><br id=\"0.9646416703425829\" \/>&#8211; higher levels of borrowing than the government had anticipated; and<br id=\"0.25615353801170837\" \/><br id=\"0.9646895022512817\" \/>&#8211; despite three (3) (two (2) additional) oil fields with almost 3 times the output since 2017 and recovery of prices that has tripled revenue from petroleum.<br id=\"0.16207129469473014\" \/><br id=\"0.27588374694452333\" \/>&#8211; It will involve serious long-term commitment\u2014merit only in leaving a legacy that future leaders will grapple with for decades.<br id=\"0.5507114949348048\" \/><br id=\"0.6235891581407851\" \/>&#8211; Note that the Minister for Finance also highlighted the point but was quickly shouted down by hawks within the Cabinet and the Party.<br id=\"0.9660183627582191\" \/><br id=\"0.34678551953305137\" \/>The \u201cunsustainable promise\u201d of F-SHS and other political promises<br id=\"0.708068163694158\" \/><br id=\"0.022905331336454227\" \/>F-SHS appeared sustainable because\u2014<br id=\"0.5815648671779956\" \/><br id=\"0.4047305932785191\" \/>Unlike the original promise of a \u201cbig bang\u201d during elections (starting with all students), SHS program was \u201cstaggered\u201d to start with only Year 1 students:<br id=\"0.020618633449547175\" \/><br id=\"0.33332694998015\" \/>&#8211; Years 2 and 3 students continued to pay fees\u2014while program remained \u201cuntargeted\u201d, with even middle-class and affluent parents benefitting;<br id=\"0.9350257815344338\" \/><br id=\"0.495015213356389\" \/>&#8211; additional petroleum (oil and gas) revenues provided initial buffer from 2017\u2014but these one-time inflows are against expanding expenditures (F-SHS and other very expensive electoral promises such as 1D1F);<br id=\"0.8030584265996453\" \/><br id=\"0.6110219588369445\" \/>&#8211; averting global and SSA recession and investments in energy sector<br id=\"0.2155719335692241\" \/><br id=\"0.4271627586988833\" \/>Ghana among few SSA states to avoid recession<br id=\"0.603451789466695\" \/><br id=\"0.2489072314234564\" \/>&#8211; reverse rate of accumulation of national debt from positive to negative;<br id=\"0.13256667704786584\" \/><br id=\"0.9246711471055415\" \/>&#8211; investing directly and supporting private-sector investments in TEN and Sankofa petroleum fields;<br id=\"0.9343951825399501\" \/><br id=\"0.22785997198728403\" \/>&#8211; a substantial part of highly-rated fiscal consolidation came through another \u201cillusion\u201d\u2014budget \u201coffsets\u201d rather than a program of paying down arrears;<br id=\"0.45509319683125304\" \/><br id=\"0.1500312172083884\" \/>&#8211; bequeath of buffers\u2014previous administration bequeathed buffers:<br id=\"0.548593519178424\" \/><br id=\"0.4726000048261886\" \/>a. Sinking Fund: use to pay off outstanding balance of Ghana\u2019s first 2007 Sovereign Bond;<br id=\"0.9441794381475466\" \/><br id=\"0.16476639276585048\" \/>b. Ghana Infrastructure Investment Fund (GIIF): balanced used; VAT flow diverted to consumption; and no further allocations made to Fund;<br id=\"0.5316913027692678\" \/><br id=\"0.6993448613437308\" \/>c. Energy Sector Levy (ESLA): continuous flow of Ghc3 billion annually for clearing arrears directed at providing relief for domestic banks;<br id=\"0.1470334390079966\" \/><br id=\"0.8390352966665955\" \/>GDP \u201crebasing\u201d provided fiscal room and breadth, through<br id=\"0.571351682936408\" \/><br id=\"0.4305314810844746\" \/>&#8211; room for borrowing through GDP growth and \u201cillusionary\u201d lowering of Debt\/GDP ratio that is being trumpeted as an achievement by the government; and<br id=\"0.6047715487573196\" \/><br id=\"0.8537643800977616\" \/>&#8211; deferred the impact of increasing costs.<br id=\"0.5500391453985713\" \/><br id=\"0.352662583711279\" \/>&#8211; \u201ccapping\u201d\u2014has not provided needed fiscal relief, despite diverting vital resources from vulnerable programs (i.e., education {GETFund} and health {NHIL}; rural development {DACF}; and institutions {IGF}<br id=\"0.023902710956515194\" \/><br id=\"0.5512077052760458\" \/><br id=\"0.18336075919343775\" \/><br id=\"0.01827201073154705\" \/>Fiscal signs not favourable\u2014going into Mid-Year<br id=\"0.292929821290527\" \/><br id=\"0.013046331091029928\" \/>&#8211; one-time cushions\u2014the \u201cbump\u201d in GDP growth from rebasing and additional crude\/gas production is \u201cone-time\u201d and will no longer cushion the worsening indicators like debt and budget deficit;<br id=\"0.27694564150237466\" \/><br id=\"0.8307937937674875\" \/>&#8211; arrears owed to contractors and suppliers\u2014large amounts owing to these vital economic players in various sectors, including Presidential initiatives, are becoming apparent and are now acknowledged by the Government\u2014<br id=\"0.8466469073015669\" \/><br id=\"0.30982194024468457\" \/>&#8211; pensions\u2014concession at May Day celebrations by HE the President;<br id=\"0.4528593708921381\" \/><br id=\"0.20391138697163436\" \/>&#8211; contractors and suppliers\u2014concessions by Roads and Finance ministries and \u201cdemonstrations\u201d by contractors;<br id=\"0.5028499648377598\" \/><br id=\"0.6112789449299281\" \/>&#8211; salaries\u2014civil servants, nurses, and presidential initiative employees;<br id=\"0.34496610691315865\" \/><br id=\"0.21246826194006052\" \/>&#8211; banking sector \u201cbail-out\u201d costs\u2014despite unprecedented funds from ESLA;<br id=\"0.3611620199989908\" \/><br id=\"0.11790096885870993\" \/>F-SHS\u2014no comprehensive disclosure yet to Parliament and the nation on true costs and inevitable arrears;<br id=\"0.35780525465346635\" \/><br id=\"0.2677418936033057\" \/>&#8211; increasing tax burden\u2014retention of temporary (\u201cnuisance\u201d) taxes &amp; introduction of new tax measures<br id=\"0.8741913174395749\" \/><br id=\"0.05521272275653266\" \/>&#8211; retention of temporary (\u201cnuisance\u201d) taxes such as ESLA, special import levy (SIL), national fiscal stabilization levy (NFSL)<br id=\"0.7844409309821598\" \/><br id=\"0.33979883849902226\" \/>&#8211; implicit.increase in ESLA levies: introduced at a period of low crude prices low US$40s pbl so consumers are paying more now at current higher price above US$60pbl;<br id=\"0.521609324247176\" \/><br id=\"0.9419454528483124\" \/>Implicit ESLA levy: levy should have lasted 3-to-5 years but increased duration of ESLA Bond to 7-to-10 years;<br id=\"0.6523040630979968\" \/><br id=\"0.5108464810166692\" \/>&#8211; new tax measures\u2014increase in top rate of personal income tax (PIT); 2.5 percent increase in VAT rate (from 15% to 17.5%); luxury tax (user fee) on vehicles; blocking VAT input tax credit (ITC);<br id=\"0.7891663229618027\" \/><br id=\"0.41725340887785967\" \/>&#8211; discretionary change in basis (valuation and classification) for calculating import duties, VAT, fees\/charges; etc;<br id=\"0.5723076305120718\" \/><br id=\"0.8739296114957429\" \/>&#8211; fiscal expansion\u2014the worsening fiscal gap may not taper or abate due to<br id=\"0.20711305502972654\" \/><br id=\"0.0056423705087338405\" \/>&#8211; subtle, not bold, new tax measures (e.g., luxury tax etc.)<br id=\"0.5759507251076821\" \/><br id=\"0.20175028508902682\" \/>&#8211; continuing with expenditure programs (likely borrowing, not reallocation to support the pace of president\u2019s electoral promises;<br id=\"0.2933312495700561\" \/><br id=\"0.025631334958522767\" \/>&#8211; fiscal deficit and borrowing\u2014these indicators are deteriorating fast and corrections for offsets in, and lowering of estimates, will make these indicators worse;borrowing to support the increasing fiscal deficit;<br id=\"0.8561478929726053\" \/><br id=\"0.1052987940053175\" \/>&#8211; borrowing to finance belated infrastructure;<br id=\"0.18391968671022663\" \/><br id=\"0.3859373602775372\" \/>&#8211; pledge of resources (e.g., royalties from minerals, bauxite deposits, etc.) to support the budget;<br id=\"0.29346834144372047\" \/><br id=\"0.1450666397219268\" \/>&#8211; Sinking Fund\u2014despite three (3) oil fields, not using the SF to reduce debt (as was done from one (1) oil field for the NPPs first 2007 Sovereign Bond;<br id=\"0.7349514222173562\" \/><br id=\"0.9075691275347416\" \/>&#8211; Ghana Infrastructure Investment Fund (GIIF)\u2014diverting funds (i.e., VAT and ABFA) for investment in infrastructure to consumption.<br id=\"0.8527602298627465\" \/><br id=\"0.4973383735311906\" \/>Wanted now\u2014cautious voices<br id=\"0.3064225051988825\" \/><br id=\"0.47072916610859616\" \/>\u201cMeasured\u201d approach is fiscally prudent\u2014being \u201cmeasured\u201d with<br id=\"0.8274598664466758\" \/><br id=\"0.6872962416781572\" \/>&#8211; F-SHS [e.g., alternative \u201cprogressive\u201d approach] and other programs is consistent with fiscal prudence, as elicited in Public Financial Management Act [PFMA] and Budget Responsibility Act [BRA];<br id=\"0.532366502272986\" \/><br id=\"0.09530963248739532\" \/>&#8211; Benefits of being \u201crealistic\u201d\u2014refreshing to hear the voices of caution emerging<br id=\"0.7375030655704421\" \/><br id=\"0.7863303011097967\" \/>&#8211; Domestic experts\u2014professors, experts, think tanks, and chairperson of vital constitutional commission have sounded note of caution;<br id=\"0.9279728450114967\" \/><br id=\"0.6124929466320038\" \/>&#8211; Opinion leaders\u2014it is important for other domestic opinion leaders to follow a realistic lead (e.g., clergy and chiefs must reflect condition in religious and community schools);<br id=\"0.9770938962500413\" \/><br id=\"0.09487037352507055\" \/>&#8211; IMF\/WB MD\u2014sounded note of caution, not ringing endorsement, on government expenditure and debt programs; nonetheless<br id=\"0.4377087961207361\" \/><br id=\"0.7048703262840874\" \/>&#8211; roll-back of tax measures (e.g., VAT on non-core financial sector and commercial real estate) in Program;<br id=\"0.7546396576574375\" \/><br id=\"0.23248600380443973\" \/>&#8211; failing to acknowledge Ghana\u2019s avoidance of recession; permitting fiscal expansion; and not being critical of \u201coffsets\u201d that underestimated arrears and gave impression of accelerated fiscal expansion;<br id=\"0.7560376195579422\" \/><br id=\"0.06204015236155713\" \/>&#8211; Development Partners (DPs)\u2014countries that may be capable of free (education) social programs choose to make them \u201ctargeted\u201d (i.e., tuition-free programs, as Ghana had) and adopting alternative options (e.g., concessional student loans);<br id=\"0.46531928823607327\" \/><br id=\"0.8851041812640478\" \/>&#8211; Preference for using fiscal support for investments, not consumption, is global<br id=\"0.5041959115834425\" \/><br id=\"0.6332938948194438\" \/>&#8211; in advanced countries (e.g., quantitative easing): invest in infrastructure to support private sector and rural\/urban development, not place scarce fiscal resources in consumption;<br id=\"0.9799291468580982\" \/><br id=\"0.07218987481882189\" \/>&#8211; MIC states\u2014approach adopted by middle-income countries (MICs) such as Emirates and Asian economies;<br id=\"0.568340288950514\" \/><br id=\"0.056643904828925784\" \/>&#8211; Developing countries\u2014Angola and South Africa now showing a preference for infrastructure development through Sovereign Wealth Funds (SWFs) as in Ghana\u2019s PRMA.<br id=\"0.44873324745057463\" \/><br id=\"0.7171083042246105\" \/>Conclusion<br id=\"0.8263138697208529\" \/><br id=\"0.5785059145653417\" \/>&#8211; Current fiscal environment is different from late 2014-16 when many SSA countries were headed into recession, due to global financial crisis, fall in crude oil and other commodity prices, and domestic pressures such as non-supply of gas from Nigeria<br id=\"0.8987364939548496\" \/><br id=\"0.5397973906472476\" \/>&#8211; Now, three (1) oilfields, not one (1); rebound in commodity prices, and, therefore, enhanced budget buffers.<br id=\"0.507783369425265\" \/><br id=\"0.27099421655629186\" \/>&#8211; Problem is unbridled expenditure due to electoral promises;
