PM casts himself as the defender of Conservative values as he pledges to protect the family, get tough on crime and clamp down on benefits<\/p>\n\n\n\n

Rishi Sunak pledged to stop people being \u201cbullied\u201d into accepting trans arguments as he\u00a0used his conference speech to take on Labour over gender.<\/p>\n\n\n\n

The Prime Minister said it \u201cshouldn\u2019t be controversial\u201d to ensure parents were informed what their children were being taught about\u00a0sex and relationshipsy at school. He insisted it was \u201ccommon sense\u201d to say that \u201ca man is a man and a woman is a woman\u201d in his most strident intervention yet on the highly charged subject.<\/p>\n\n\n\n

Mr Sunak made the remarks in an hour-long address to his party\u2019s grassroots in Manchester, during which he cast himself as a defender of Conservative values. The speech drew a clear dividing line with Sir Keir Starmer, who has struggled to explain his stance on trans rights, ahead of Labour\u2019s own conference this weekend.<\/p>\n\n\n\n

Although announcements on\u00a0A-levels, smoking and HS2 dominated, much of the 7,617-word address was dedicated to fleshing out the Prime Minister\u2019s broader political ideology.<\/p>\n\n\n\n

He took the opportunity to present himself to voters as the candidate on the side of law and order, financial responsibility and hard-working families.<\/p>\n\n\n\n

Here are five of the key themes from the speech:<\/p>\n\n\n\n

Gender and family<\/h2>\n\n\n\n

The Prime Minister has sometimes seemed reluctant to get stuck into \u201cculture war\u201d issues, but he shook off those inhibitions for what was the punchiest part of his address.<\/p>\n\n\n\n

Mr Sunak fired up the audience when he insisted that voters must not be \u201cbullied into believing that people can be any sex they want to be\u201d.<\/p>\n\n\n\n

His remarks on gender drew the loudest applause of the afternoon and followed an announcement that\u00a0trans women will be banned from female-only hospital wards.<\/p>\n\n\n\n

He said: \u201cWe shouldn\u2019t get bullied into believing that people can be any sex they want to be. They can\u2019t \u2013 a man is a man and a woman is a woman. That\u2019s just common sense.<\/p>\n\n\n\n

\u201cIt shouldn\u2019t be controversial for parents to know what their children are being taught in school about relationships. Patients should know when hospitals are talking about men or women.\u201d<\/p>\n\n\n\n

Mr Sunak also spoke about the importance of family, saying that Conservatives should \u201cnever be afraid\u201d to champion its importance to a stable society.<\/p>\n\n\n\n

Tough on crime<\/h2>\n\n\n\n

One of the key battlegrounds at the next election will be crime, with Labour and the Tories competing to send out the toughest message to the electorate.<\/p>\n\n\n\n

The Prime Minister recommitted to\u00a0the expansion of whole-life sentences\u00a0to cover those people who commit the most \u201cheinous\u201d killings<\/p>\n\n\n\n

\u201cI can confirm that we will legislate for sexual and sadistic murders to carry a full-life term with no prospect of release,\u201d he said.<\/p>\n\n\n\n

\u201cWe are going to change this country and that means life means life. That shouldn\u2019t be a controversial position. The vast majority of hard-working people agree with it.\u201d<\/p>\n\n\n\n

He also hit out at police forces for \u201ctolerating\u201d low-level offences such as anti-social behaviour, warning that \u201cvirtue-signalling has replaced common sense\u201d in too many cases.<\/p>\n\n\n\n

\u201cEvery crime should be investigated,\u201d he said. \u201cOur streets will be safer, our communities more secure, no one should be afraid to walk home alone at night.\u201d<\/p>\n\n\n\n

Tax cuts<\/h2>\n\n\n\n

The Prime Minister and Jeremy Hunt, the Chancellor, had to spend much of the pre-conference build-up hosing down calls for immediate tax cuts.<\/p>\n\n\n\n

A growing number of Tory MPs are calling for the burden to be lifted now, and Mr Sunak acknowledged their pleas for action.<\/p>\n\n\n\n

But he also defended his stance that getting inflation under control must be the priority, and releasing more money into the system could threaten that.<\/p>\n\n\n\n

Mr Sunak quoted Margaret Thatcher, who once said: \u201cNo policy which puts at risk the defeat of inflation, no matter its short-term attraction, can be right.\u201d<\/p>\n\n\n\n

He said her words were \u201cas true now as they were then\u201d and added: \u201cI know you want tax cuts, I want them too and we will deliver them.<\/p>\n\n\n\n

\u201cBut the best tax cut we can give people right now is to\u00a0halve inflation\u00a0and ease the cost of living. We need our economy to grow faster and for people across the country to feel the benefits of that.\u201d<\/p>\n\n\n\n

Benefits crackdown<\/h2>\n\n\n\n

Mr Sunak pitched himself as a champion of doers and strivers and branded the huge rise in\u00a0people on sicknessbenefits\u00a0a \u201cnational scandal\u201d.<\/p>\n\n\n\n

He heralded a major clampdown on welfare payments for long-term illness, saying it was \u201cnot fair\u201d taxpayers were having to pick up the growing cost.<\/p>\n\n\n\n

The Prime Minister said that 12 years ago, one in five people who applied for such payouts were deemed unfit to work, but the proportion had risen to almost two-thirds.<\/p>\n\n\n\n

\u201cThat\u2019s not Conservative, that\u2019s not compassionate \u2013 that must change,\u201d he said. \u201cAre people three times sicker today than they were a decade ago? Of course not. It\u2019s not good for our economy, it is not fair on taxpayers who have to pick up the bill and it\u2019s a tragedy for those two million people being written off.\u201d<\/p>\n\n\n\n

Stop the boats<\/h2>\n\n\n\n

Mr Sunak pledged that he would \u201cdo whatever is necessary\u201d to\u00a0stop illegal migration\u00a0and attacked Labour\u2019s plans for an asylum deal with the EU.<\/p>\n\n\n\n

He hailed recent progress on reducing Channel crossings and is confident \u201conce flights start going regularly to Rwanda, the boats will stop coming\u201d.<\/p>\n\n\n\n

But he did not go as far as Suella Braverman, the Home Secretary, who warned on Tuesday that the UK\u00a0was facing a \u201churricane\u201d of new arrivals.<\/p>\n\n\n\n

\u201cIt is non-negotiable that you, the British people, decide who comes here\u2026 and not criminal gangs,\u201d Mr Sunak said.<\/p>\n\n\n\n

\u201cBy contrast, Labour\u2019s plan is to cook up some deal with the EU which could see us accepting around 100,000 of Europe\u2019s asylum seekers.\u201d<\/p>\n\n\n\n

\u201cIf your answer to illegal migration is to increase it, you clearly just don\u2019t get it. That\u2019s why we have got to stop them.\u201d<\/p>\n\n\n\n

Nicola Sturgeon<\/h2>\n\n\n\n

Mr Sunak joked that Nicola Sturgeon faces prison as he claimed \u201cthe forces of separatism are in retreat across our country\u201d. He said the Union was \u201cthe strongest it has been in a quarter of a century\u201d.<\/p>\n\n\n\n

He then delivered a jibe about the\u00a0police investigation into SNP finances. \u201cNicola Sturgeon wanted to go down in the history books as the woman who broke up our country but it now looks like she may go down for very different reasons,\u201d Mr Sunak said.<\/p>\n\n\n\n
