{"id":41939,"date":"2024-03-22T07:18:27","date_gmt":"2024-03-22T07:18:27","guid":{"rendered":"https:\/\/www.nsemgh.com\/?p=41939"},"modified":"2024-03-22T07:18:29","modified_gmt":"2024-03-22T07:18:29","slug":"un-security-council-to-vote-on-usa-resolution-for-israel-to-cease-fire-in-gaza","status":"publish","type":"post","link":"https:\/\/www.nsemgh.com\/2024\/03\/22\/un-security-council-to-vote-on-usa-resolution-for-israel-to-cease-fire-in-gaza\/","title":{"rendered":"UN Security Council to vote on USA resolution for Israel to cease fire in Gaza"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The United Nations Security Council is set to vote on a United States-sponsored resolution declaring that \u201can immediate and sustained cease-fire\u201d in the&nbsp;<strong>Israel-Hamas war<\/strong>&nbsp;in Gaza is \u201cimperative\u201d to protect civilians and enable humanitarian aid to be delivered to more than 2 million&nbsp;<strong>hungry Palestinians<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Ambassador Linda Thomas-Greenfield said she was optimistic that the&nbsp;<strong>new, tougher draft resolution<\/strong>would be approved Friday by the 15-member council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The draft being put to a vote \u201cdetermines\u201d \u2014 which is a council order \u2014 \u201cthe imperative of an immediate and sustained cease-fire,\u201d with no direct link to the release of hostages taken during Hamas\u2019 Oct. 7 attack on Israel, which was&nbsp;<strong>in the previous draft<\/strong>. But it would unequivocally support&nbsp;<strong>diplomatic efforts \u201cto secure such a cease-fire<\/strong>&nbsp;in connection with the release of all remaining hostages.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia\u2019s deputy U.N. ambassador Dmitry Polyansky said Moscow will not be satisfied \u201cwith anything that doesn\u2019t call for an immediate cease-fire,\u201d saying it\u2019s what U.S. Secretary of State Antony Blinken is pressing for and what&nbsp;\u201ceverybody\u201d wants. He questioned the wording of the draft, asking, \u201cWhat\u2019s an imperative? I have an imperative to give you $100, but \u2026 it\u2019s only an imperative, not $100.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo, somebody\u2019s fooling around, I think, (with the) international community,\u201d the Russian envoy said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<strong>Security Council<\/strong>&nbsp;had already adopted two resolutions on the worsening humanitarian situation in Gaza, but none calling for a cease-fire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia and China vetoed a U.S.-sponsored resolution in late October calling for pauses in the fighting to deliver aid, protection of civilians, and a halt to arming Hamas. They said it didn\u2019t reflect global calls for a cease-fire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S., Israel\u2019s closest ally, has vetoed three resolutions demanding a cease-fire, the most recent an&nbsp;<strong>Arab-backed measure supported by 13 council members<\/strong>&nbsp;with one abstention on Feb. 20.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A day earlier, the U.S. circulated a rival resolution, which has gone through major changes during negotiations before Friday\u2019s vote. It initially would have supported a temporary cease-fire linked to the release of all hostages, and the previous draft would have supported international efforts for a cease-fire as part of a hostage deal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vote will take place as Blinken, America\u2019s top diplomat, is on his&nbsp;<strong>sixth urgent mission to the Middle East<\/strong>since the Israel-Hamas war, discussing a deal for a cease-fire and hostage release, as well as post-war scenarios.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nate Evans, the spokesperson for the U.S. Mission to the United Nations who announced the Friday morning vote, said: \u201cThis resolution is an opportunity for the Council to speak with one voice to support the diplomacy happening on the ground and pressure&nbsp;<strong>Hamas<\/strong>&nbsp;to accept the deal on the table.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the 10 elected members of the Security Council have been drafting their own resolution, which would demand an immediate humanitarian cease-fire for the&nbsp;<strong>Muslim holy month of Ramadan<\/strong>&nbsp;that began March 10 to be \u201crespected by all parties leading to a permanent sustainable cease-fire.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also demands \u201cthe immediate and unconditional&nbsp;<strong>release of all hostages<\/strong>&nbsp;\u201d and emphasizes the urgent need to protect civilians and deliver humanitarian aid throughout the Gaza Strip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Palestinian militants killed some 1,200 people in the surprise Oct. 7 attack into southern Israel that triggered the war, and abducted another 250 people. Hamas is still believed to be holding some 100 people hostage, as well as the remains of 30 others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Gaza, the Health Ministry raised the death toll in the territory Thursday to nearly 32,000 Palestinians. It&nbsp;<strong>doesn\u2019t differentiate<\/strong>&nbsp;between civilians and combatants in its count but says&nbsp;<strong>women and children<\/strong>&nbsp;make up two-thirds of the dead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The international community\u2019s authority on determining the severity of hunger crises warned this week that&nbsp;<strong>\u201cfamine is imminent\u201d in northern Gaza<\/strong>, where 70% of people are experiencing catastrophic hunger. The report from the Integrated Food Security Phase Classification initiative, or IPC, warned that escalation of the war could push half of Gaza\u2019s total population to the brink of starvation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. draft would express \u201cdeep concern about the threat of conflict-induced famine and epidemics presently facing the civilian population in Gaza as well as the number of undernourished people, and also that hunger in Gaza has reached catastrophic levels.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would emphasize \u201cthe urgent need to expand the flow of humanitarian assistance to civilians in the entire Gaza Strip\u201d and lift all barriers to getting aid to civilians \u201cat scale.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The draft was being put in \u201cblue\u201d Thursday night, which is the final form required for a vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After closed council consultations on Gaza late Thursday, France\u2019s U.N. Ambassador Nicolas de Rivi\u00e8re told reporters: \u201cThere is a desire to take action, no one want to procrastinate, so we hope that a decision can be made by tomorrow (Friday) evening.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are two options: Either the U.S. text is adopted and then we\u2019ll move to the next phase of this crisis management,\u201d he said, \u201cor the text is not adopted and then the draft of the elected members will come to the table and put to the vote, and I hope it will be adopted.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Israel faces mounting pressure<\/strong>&nbsp;from even its closest allies to streamline the entry of aid into the Gaza Strip and to open more land crossings, and come to a cease-fire agreement. But Prime Minister Benjamin Netanyahu has vowed to move the&nbsp;<strong>military offensive to the southern city of Rafah<\/strong>, where some 1.3 million displaced Palestinians have sought safety. Netanyahu says it\u2019s a Hamas stronghold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The final U.S. draft eliminated language in the initial draft that said Israel\u2019s offensive in Rafah \u201cshould not proceed under current circumstances.\u201d Instead, in an introductory paragraph, the council would emphasize its concern that a ground offensive into Rafah \u201cwould result in further harm to civilians and their further displacement, potentially into neighboring countries, and would have serious implications for regional peace and security.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the first time in a U.N. resolution, the U.S. draft would condemn \u201call acts of terrorism, including the\u00a0<strong>Hamas-led attacks of Oct. 7, 2023<\/strong>, as well as its taking and killing of hostages, murder of civilians, and sexual violence, including rape.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The United Nations Security Council is set to vote on a United States-sponsored resolution declaring that \u201can immediate and sustained cease-fire\u201d in the&nbsp;Israel-Hamas war&nbsp;in Gaza is \u201cimperative\u201d to protect civilians and enable humanitarian aid to be delivered to more than 2 million&nbsp;hungry Palestinians.
